Problem solved for this mouse, the scroll wheel was loose and would spontaneously return, and it was annoyingly bouncing back when browsing. The button above the wheel that has something like a % sign on it when pressed, so it switches the wheel to step mode is already OK. I complained directly to the manufacturer, where I described the problem. I don't know why the manufacturer didn't warn me that this is how the mouse is designed and rather sent me the same product for free. The mouse is practically fine.

I don't know what happened, but the scroll button, as it is tailored for light scrolling, probably got bad after the last software upgrade and jumps a bit to back up when scrolling down. If the manufacturer doesn't fix it, I'm going to claim it. I tested it at the same time with a regular mouse, also wired, that has a stepper wheel and no problem with it. It's very uncomfortable and it's impossible to work comfortably.
