Nate Foster (D. Radcliffe) is a young, idealistic and educated analyst who has just joined the FBI to fight foreign terrorists. Nate soon realizes that the terrorist attacks he uncovers are often fake and have two goals: to calm a frightened public and execute the plan.
When one day he discovers a smuggled shipment of Cesium-137, which can be used to make a dirty bomb, he shares his discovery with agent Angela Zamparo (Toni Collette). Convinced that this is the work of homegrown neo-Nazis, she assigns Nate the task of penetrating undercover among members of a dangerous terrorist group determined to cleanse the country through death and destruction.
